I think the Penn St fans' displeasure is focused on the loss of hope if the 2 point conversion fails with 1:59 left in the game. Kicking the extra point successfully allows hope to continue, fans going wild in support of their defense, etc... The drama of the game would continue, even if the chance of winning is still small.
That’s a good point about keeping the defense motivated and feeling like one stop can win the game. I think if the win probabilities are equal, you might as well take the easier points.
